Citiwide WiFI Phone Service.

Muniwireless:
Grand Haven, Michigan’s wireless broadband network officially launched this week with near ubiquitous six square-mile (15 sq. km) coverage throughout the community and possibly the first city-wide mobile Wi-Fi service. It is a VoIP service and will also be available to subscribers of Ottawa Wireless, as well as to DSL and cable subscribers. Costs are pretty low – $20 to about $30 per month. Take that SBC!
