I think MTNL will be the first to start the roll out of IPTV and other content services. MTNL is the incumbent wireline company in the lucrative Delhi and Mumbai areas and has established ADSL2+ networks. I am sure they will be ahead of BSNL and Reliance. I hear they are doing trial runs of IPTV already in Delhi. MTNL has announced that they have about 45000 customers of high speed internet in last three months.
