  1. Correct, the licenses were auctioned for fixed wireless, more specifically for standard IEEE 802.16, of which WIMAX is a subset.
    Particularly interesting was the fact that the regulatory authority excluded incumbent operator Telenor from the auctions (http://www.dmeurope.com/default.asp?ArticleID=1922), arguing that the firm currently uses the 3.6 to 3.8 GHz band for internal radio communications which could be used for the WiMAX next-generation wireless internet offering.
