I have a question that may be answered here: FCC has declared VoIP to be interstate in nature. Does this mean VoIP can interconnect to PSTN only at tandem interconnection point? If this is correct and if FCC further states that VoIP traffic shouldn’t incur access charges, how will it distinguish a true VoIP traffic from “IP in the middle” (which can not avoid access charges, as per AT&T order) traffic?
