Madison Muni WiFi

Esme Vos: Madison, Wisconsin has put out a tender seeking a vendor to deploy and run a citywide wireless broadband network (including the airport). Although there is a law in Wisconsin restricting municipalities from providing telecommunications services (Act 278), Madison seems to have gotten around it by not providing service directly. They are instead going through a third-party vendor.
